The debate over women’s safety in India’s entertainment industries has taken another significant turn in West Bengal.

Actor Ritabhari Chakraborty has said that Chief Minister Mamata Banerjee has responded to her recent appeal for an independent body to examine allegations and concerns surrounding sexual harassment in the Bengali film industry.

In an Instagram post, Chakraborty said the proposed panel would not include political figures or members of the film industry. She described it as an independent five-member committee led by a former judge, with women from different professional backgrounds among its members.

According to the actor, the committee will investigate sexual-harassment practices in the Bengali film industry and prepare a report.

Chakraborty said her request that the proposed body should not carry a political identity or include film-industry personalities had been taken into consideration.

Sharing the development on Instagram, she said the Chief Minister had heard the concerns raised by women associated with the Bengali film industry during a meeting.

The actor described the committee as a five-member body headed by a former judge and comprising women from different professions, including medicine and law.

She said the panel would investigate concerns surrounding sexual harassment in the Bengali film industry and subsequently prepare a report.

Chakraborty characterised the formation of the committee as an initial step towards addressing alleged predatory behaviour in the industry.

Why the Hema Committee Became the Reference Point

The Justice K. Hema Committee in Kerala became a major reference point in discussions about women’s working conditions in Indian cinema.

The committee examined issues affecting women in the Malayalam film industry and its report brought renewed attention to allegations of sexual harassment, discrimination, exploitation and unequal power structures.

The findings generated calls for stronger workplace safeguards and accountability mechanisms within the entertainment sector.

Chakraborty subsequently argued that the Bengali film industry should also be examined through a comparable process.

However, the proposed West Bengal panel should not automatically be treated as identical to the Kerala committee. Its exact mandate, membership, powers and reporting process will be important in determining the scope and effectiveness of the investigation.

Chakraborty’s Earlier Appeal to Mamata Banerjee

Before announcing the formation of the committee, Chakraborty had publicly urged Mamata Banerjee to establish an investigative body for the Bengali film industry.

In her earlier statement, she said that accounts emerging from the Malayalam industry had similarities with experiences she had encountered herself or heard about from actresses she knew.

She called on women in the Bengali entertainment industry to speak up about inappropriate or abusive behaviour and argued that professional influence should not prevent complaints from being investigated.

The actor also raised concerns about young women entering the industry and potentially finding themselves vulnerable because of unequal power relationships.

Her appeal was directed at the creation of an institutional mechanism rather than an accusation against any one individual.

Committee to Include Professionals From Outside Cinema

One of the most notable aspects of Chakraborty’s announcement is her claim that the committee will not consist of film-industry personalities.

She said the panel would include women from different professional backgrounds, citing doctors and lawyers as examples, and would be headed by a former judge.

An independent composition could potentially help address concerns about conflicts of interest, although the committee’s eventual effectiveness will depend on its formal mandate, investigative procedures, access to testimony and the recommendations contained in its report.

Arindam Sil Controversy Adds to the Debate

The announcement comes amid other controversies involving workplace conduct in the Bengali film industry.

Filmmaker Arindam Sil was suspended indefinitely by the Directors Association of Eastern India following allegations concerning his behaviour towards an actor on the set of a film.

The matter was also taken up by the West Bengal Commission for Women. Sil appeared before the commission and subsequently expressed regret, saying that if the actor had felt insulted by his unintended behaviour, he sincerely apologised.

The allegations and subsequent action against Sil became part of the wider discussion about professional conduct and accountability within the Bengali entertainment industry.

As with other allegations of misconduct, claims concerning individuals need to be assessed through appropriate investigative and legal processes rather than being treated as proven wrongdoing solely on the basis of public statements.

What the New Committee Could Examine

If the panel’s mandate covers the broader workplace environment in Bengali cinema, several areas could come under examination.

These may include:

  • Sexual harassment and complaints involving women professionals
  • Workplace safety on film and television sets
  • The effectiveness of existing grievance mechanisms
  • Protection for complainants from professional retaliation

That makes accessible and credible complaint mechanisms particularly important.
